(AP) ? Russell Westbrook scored 36 points, Kevin Durant added 21 and the West-leading Oklahoma City Thunder defeated the Los Angeles Lakers 102-93 Thursday night for their fifth consecutive victory in the matchup of division leaders.

The Thunder shot 46 percent, ending their streak of hitting 50 percent or better in their four previous games.

Andrew Bynum had 25 points and 13 rebounds and Kobe Bryant added 23 points for the Lakers, who have lost their last two at home and are 0-2 against the Thunder this season, including a 15-point road loss last month.

Oklahoma City pulled away to open the fourth quarter with a 10-0 run that stretched its lead to 88-70 while Westbrook kept Bryant tied up offensively. Westbrook and Durant scored four points each in the spurt that had Laker fans booing.

The Lakers responded with a 14-4 run to close to 96-89, with Metta World Peace hitting two 3-pointers and Bryant not scoring. Westbrook and Durant missed shots, but the NBA's highest scoring duo regrouped in time to score their team's final 10 points.

Westbrook scored 17 points in the third, when the Thunder dominated, 34-19, in taking a 78-68 lead into the final 12 minutes. Durant was limited to a lone 3-pointer while Westbrook scored at will, alternately slashing to the basket or hitting from the perimeter. His 3-pointer beat the buzzer to end the quarter. Kendrick Perkins had 10 of his 12 points in the third.

The Thunder were limited to 36 percent shooting in the first half, when they trailed 49-44. The Lakers got off to a strong start, leading 30-18 after one quarter behind nine points by Bryant and eight from Bynum. Oklahoma City outscored the Lakers 26-19 in the second quarter and took off from there.

NOTES: The Thunder twice hit buzzer-beating baskets. Serge Ibaka had one to end the first half before Westbrook's 3 ended the third. ... The Thunder closed March with an 11-5 record. ... Former Laker Derek Fisher was welcomed back with two standing ovations in his first visit to Staples Center since being traded away recently. He had seven points in 16 minutes off the bench for the Thunder. ... Lakers coach Mike Brown said someone opened a Twitter account in his name that has since been shut down. "It's a sign that I've made it," he said. "But I will never have a Twitter account. I promise."

DURHAM, N.C. -- Duke University engineers believe that continued advances in creating ever-more exotic and sophisticated man-made materials will greatly improve their ability to control light at will.

The burgeoning use of metamaterials in the field of optics does not rely on the limited set of materials found in nature, but rather man-made constructs that can be designed to control light's many properties. This control is gained by use of metamaterials, which are not so much single substances but entire man-made structures that can be engineered to exhibit properties not readily found in nature.

In their latest series of experiments, the Duke team demonstrated that a metamaterial construct they developed could create holograms -- like the images seen on credit or bank cards -- in the infrared range of light, something that had not been done before.

The Duke engineers point out that while this advance was achieved in a specific wavelength of light, the principles used to design and create the metamaterial in their experiments should apply in controlling light in most frequencies.

"In the past, our ability to create optical devices has been limited by the properties of natural materials," said Stphane Larouche, research scientist in electrical and computer engineering at Duke's Pratt School of Engineering. "Now, with the advent of metamaterials, we can almost do whatever we want to do with light.

"In addition to holograms, the approach we developed easily extends to a broad range of optical devices," Larouche said. "If realized, full three-dimensional capabilities open the door to new devices combining a wide range of properties. Our experiments provide a glimpse of the opportunities available for advanced optical devices based on metamaterials that can support quite complex material properties."

The results of Larouche's experiments, which were conducted in the laboratory of senior researcher David R. Smith, a professor of electrical and computer engineering, appeared in an advanced online publication of the journal Nature Materials. The research was supported by the Army Research Office's Multidisciplinary University Research Initiative (MURI).

The metamaterial device fashioned by the Duke team doesn't look anything like a lens, though its ability to control the direction of rays passing through it surpasses that of a conventional lens. While traditional lenses are made of clear substances -- like glass or plastic -- with highly polished surfaces, the new device looks more like a miniature set of tan Venetian blinds.

These metamaterials are constructed on thin slabs of the same material used to make computer chips. Metal elements are etched upon these slabs to form a lattice-like pattern. The metal elements can be arranged in limitless ways, depending on the properties desired.

"There is unquestionable potential for far more advanced and functional optical devices if greater control can be obtained over the underlying materials," Larouche said. "The ability to design and fabricate the components of these metamaterial constructs has reached the point where we can now build even more sophisticated designs.

"We believe that just about any optical device can be made more efficient and effective using these new approaches," he said.

RI.gov: RIEMA Urges Purchase of Flood Insurance Policies for All ...

Nearly two years ago, historic-level floods ravaged Rhode Island. Is your home or business protected now?

This week (March 12 ? 16) is National Flood Awareness Week. The Rhode Island Emergency Management Agency (RIEMA) urges anyone with a home or business located close to a body of water to purchase flood insurance. Standard home and business-owners' insurance policies do not cover flood-related damages. A separate flood insurance policy can be purchased through your local insurance agent.

"Purchasing a flood insurance policy for your home or business is critical," said RIEMA's State Floodplain Coordinator Michelle Burnett. "It is also important to purchase the policy now as there is a 30-day waiting period before any new policy goes into effect. We do not want any Rhode Islander to be left without flood coverage when they need it most."

There are nearly 500,000 homes and businesses in Rhode Island, and only 3% currently have flood insurance. March and April are historically when flooding occurs in Rhode Island, but heavy rains can cause flooding any time of the year. The average annual premium in Rhode Island is about $1,200. Because all communities in the state participate in the National Flood Insurance Program, anyone can purchase flood insurance.

Homeowners or business owners who have property that is not located in a floodplain but still want to purchase flood insurance can receive reduced insurance rates through a local insurance agent.

North Carolina beats Vermont 77-58 in NCAA opener

GREENSBORO, N.C. (AP) ? North Carolina had little trouble advancing in the NCAA tournament ? even with John Henson on the sideline wearing a suit. The Tar Heels may not have that luxury much longer.

Tyler Zeller had 17 points and 15 rebounds to help North Carolina beat Vermont 77-58 on Friday in its NCAA tournament opener despite playing without its shot-blocking and rebound-snatching starter.

Freshman forward James Michael McAdoo added a season-high 17 points for the top-seeded Tar Heels (30-5), who pushed ahead by double figures late in the first half and then broke the game open after halftime. The Tar Heels improved to 30-1 in NCAA tournament games played in their home state.

Sandro Carissimo had 11 points for the 16th-seeded Catamounts (24-12), who beat Lamar in one of Wednesday's First Four games. That earned them a trip to Greensboro to face the Tar Heels in front of a home-state crowd wearing plenty of light blue.

The Tar Heels didn't turn in a rousing performance, but they had a danger-free afternoon and advanced to play Creighton on Sunday in the third round of the Midwest Regional. They also bought Henson another two days to recover from that sprained left wrist.

The 6-foot-10 junior was hurt during last week's Atlantic Coast Conference tournament and missed the last two games in Atlanta. He had practiced this week and said he hoped to play Friday, but coach Roy Williams didn't sound sure Thursday that Henson would be ready and the team ruled him out about 90 minutes before tipoff.

With Henson out of uniform and McAdoo starting in his place for the third straight game, Williams can look forward to another round of questions about Henson's health before Sunday.

McAdoo shook off a bad shooting start and went 6 for 14 from the field to go with six rebounds. Zeller shot just 4 for 9 from the floor but went 9 of 10 at the free throw line and was a rebound shy of a double-double by halftime.

Harrison Barnes also finished with 14 points, while Kendall Marshall had 11 points and 10 assists for UNC. The Tar Heels shot just 42 percent, but scored 24 points off 20 turnovers.

North Carolina led by 12 at halftime, then blew the game open on consecutive three-point plays from McAdoo in the paint. Fellow freshman P.J. Hairston followed with a 3-pointer that pushed North Carolina's lead to 57-37 with about 8? minutes left, sending the Tar Heels on to an easy finish.

The Catamounts shot 40 percent and missed 15 of 18 3-point tries. Perhaps no Vermont player struggled more than leading scorer Four McGlynn, who came in averaging about 12 points off the bench.

The freshman had 18 points against Lamar, but finished with just six against the Tar Heels on 2-for-13 shooting. He also missed all six of his shots from beyond the arc.

Comet Takes 'Swan' Dive Into Sun

Just three months after one comet made a seemingly death-defying plunge through the sun, another icy wanderer is set to try its own luck in a solar rendezvous.

The newly discovered comet Swan is on a collision course with our star, and it should plummet through the solar atmosphere sometime late today (March 14), researchers say. Swan's dive follows shortly after that of comet Lovejoy, which shocked astronomers by emerging from behind the sun on Dec. 15, 2011, stripped of its tail but otherwise intact.

The odds are against such a happy ending for comet Swan, however.

"I'm as sure as I was with Lovejoy," said Karl Battams, a solar scientist at the U.S. Naval Research Center in Washington, playfully referring to his ? and pretty much every other expert's ? prediction of Lovejoy's demise.

"I guess my official opinion is that survival is unlikely," Battams, who runs the website Sungrazing Comets, told SPACE.com via email.

Swan was discovered March 8 by comet hunters scouring images taken by the Solar and Heliospheric Observatory (SOHO) spacecraft operated by NASA and the European Space Agency. The comet takes its still-informal name from SOHO's Solar Wind Anisotropies, or SWAN, instrument.

Like Lovejoy, comet Swan is what's known as a Kreutz sungrazer comet. All Kreutz sungrazers? so called because their orbits bring them close to the sun ? are believed to be the remains of one giant comet that broke apart several centuries ago. They're named after the 19th century German astronomer Heinrich Kreutz, who first demonstrated that such comets are related.

While comets dive into the sun on a regular basis, Lovejoy was something special, and not just for its remarkable survival.

First of all, astronomers discovered the icy wanderer in late November, so they had several weeks to prepare for and document its astonishing solar close encounter. Further, Lovejoy was incredibly luminous, the brightest sungrazer ever observed by SOHO. At its peak, it blazed roughly as brightly as the planet Venus.

That's a tough act for Swan to follow, and chances are the comet won't quite measure up when it takes the plunge. But even if we're about to see the last of Swan, the comet should still go out in a blaze of glory, researchers say.

"I think it will be the second brightest Kreutz-group comet seen since the 1970s," Battams wrote on Sungrazing Comets Monday (March 12).

Educator, businesswoman and senator

Cynthia Johnston Torres (1911-2001) of Nimitz Hill was born July 1911 in Hag?t?a, Guam.? She was the daughter of two of the island?s most prominent educators, William and Agueda Iglesias Johnston, both of whom are significant figures in Guam?s history.

Her father, William, was an English teacher who was later transferred to Japan as an American prisoner of war during World War II, where he later died.? During his time as an American POW, Johnston kept a diary detailing the discomforts aboard the ship transferring him to Japan.? The diary was returned to his family by another American POW who survived the war.

Torres? mother, Agueda, was an educator and public servant who is considered a pioneer in local education.? She was the principal of Guam?s first junior high school, the Almacen Grammar School.? Agueda Johnston is remembered as a strict disciplinarian who was constantly engaged in the process of promoting the benefits of education.? William and Agueda Johnston are also remembered for risking their lives in order to protect American radioman, George Tweed, during Guam?s Japanese occupation in World War II.

Cynthia Johnston Torres continued her parents? legacy of service to the island as a successful businesswoman, an educator, and as one of Guam?s first female senators. ?In 1925, Torres? father left the island on government business, taking her with him in order to enroll her into an all girls? private school in Coronado, California.? Her sister, Margaret, joined her at the girls? school two years later.

While in San Diego, Torres was delivered an emergency message to return to Guam via San Francisco.? The sisters were to board a Navy transport headed to the island upon news of their father?s illness.? In an inspirational talk delivered in 1996, Torres described her mother?s reaction upon seeing her daughters return to Guam from San Diego, explaining that she and her sister returned with ?short bobbed hair, short dresses above the knees, heavily made-up faces- lipstick ? rouge ? mascara eyelashes, narrow shaven eyebrows, and of course, smoking and doing that scandalous dance ? the Charleston and Black Bottom.? ?Agueda Johnston immediately had longer dresses made for her daughters and implemented a new set of rules that were a stark contrast to their lives as young women in San Diego. ?Make-up was to be used sparingly, smoking was only allowed in their bedrooms, and the Johnston sisters were not allowed out at night, especially without a chaperone.

In 1932, Cynthia Johnston married her childhood boyfriend, Joseph Torres, a highly respected businessman on the island.? ?They had one daughter, Elaine, and reared several others. ?Cynthia Torres survived life on Guam during World War II.? During the 1994 screening of the film, ?Liberating Guam: The US Comes Back,? hosted by the Guam Humanities Council, Torres shared her World War II experience as a panelist.? Torres described being taken from her family?s ranch house and tied to a coconut tree. She received six lashes, then twelve for feeding Tweed when he visited them for canned food and whiskey, and two more hard lashes to motivate her to implicate her mother, Agueda.

Business ventures

After her husband?s death in 1946, Torres took over her husband?s business ventures and quickly became recognized as one of the island?s most successful businesswomen. ?Under Torres? care, her husband?s beer and soft drink company expanded to include the manufacturing of colored cement blocks, a construction company, a dress shop, an ice cream parlor, and a ceramic studio ? all of which were under the umbrella of Cyntor Enterprises.? Torres? business ventures allowed her a great deal of travel, where she often was unwelcome by men who felt she did not belong in the field of business. ?However, she was renowned for her acumen, prowess, and the many generous donations she made toward the American Red Cross and the Guam Heart Association.? Her accomplishments within Guam?s business community are of particular significance due to the rarity with which women at the time selected business as a career.

Politics and women?s rights

In 1954, Cynthia Torres registered to run under the Independent ticket for the 3rd Guam Legislature.? Torres, along with a young lawyer, Carlos Taitano, and Lagrimas ?Ama? L.G. Untalan aimed to break the block voting system that was still practiced during elections.? With the block voting process, voters marked a box at the top of a list of candidates. ?Every candidate on the list would garner a vote if the box was checked.? Torres, Taitano and Untalan believed Taitano would not struggle to be elected, but worried that as women, Untalan and Torres might be considered ?too presumptuous to run in a general election against so many men.?? This motivated them to run as Independents.? Untalan and Torres initiated a string of village meetings which were received enthusiastically by Guamanian women.? Attendance at the meetings grew and discussions centered upon women?s rights.? Women at the meetings discussed serious marital problems and many resisted when their husbands discouraged them from attending.

Torres and Untalan encountered many obstacles during their candidacy.? Popular Party officials pushed for the meetings to be held in school buildings where officials held the keys, instead of within private homes.? Untalan and Torres continued to hold their meetings regardless. ?Some of the women who attended the meetings were the unfortunate recipients of various types of resistance. ?Women had raw eggs thrown at them and at one point, were even accused of selling their bodies for votes.? Reflecting on these events as an older woman in her 80?s, Torres explained how she was accused of being seen at some beach with a couple of Marines and rumored to have the backing of business people who were buying votes by giving constituents goods. ?Torres described the accusations as silly, but noted that in those days they did not seem silly because some people believed them.

The events reached an eventful climax.? At Tamuning and Agana Heights meetings some women were reported to have climbed onto the stage and used their umbrellas to beat up a man who was believed to have made the allegations about the two women candidates. ?Taitano, Untalan, and Torres were relieved when election day arrived.? The polls were monitored heavily by police, as some women were fearful of casting their votes under so much controversy.? When the votes were tallied, Taitano came in within the top five candidates elected, with Untalan as tenth, and Torres as eleventh.

The resistance and attacks against Torres and Untalan had a surprising effect on voters.? Many women and some of the men who disagreed with the attacks voted in their favor because of their distaste for such disrespectful actions taken against their former teachers.

Torres, Untalan, and Taitano initiated significant political changes once in office.? During their tenure in the Guam legislature, the Territorial Party was formed, which was the beginning of the two party system on island.? Members of the Territorial Party affiliated themselves with the National Republican Party.? Block voting was taken out of the Guam election process, and the doors were opened for women to be elected into the Guam legislature.? As a member of the 3rd Guam Legislature, Torres was a member of the Committee on Agriculture and Natural Resources.

Educational contributions

In 1958, Cynthia sold her business interests and left Guam for California, where she continued her education, spending two years at San Diego State University and earning her Bachelor?s degree from the University of California in San Diego, with a minor in school administration and a major in elementary education.? She also earned her Master?s degree in Special Education.

Torres returned to Guam in 1962 and became the consultant, and eventually, the first principal of the only school for the island?s disabled.? At the time, families with special needs relatives often kept their loved ones sequestered at home.? Torres believed that the island was in need of modern vocational programs and education instead of simple custodial care.

While working to help establish the island?s first school for individuals with special needs, known as The New Brodie Memorial School for Handicapped Children, Torres encountered a new set of challenges.? She struggled to convince the island?s legislature that funding should be allocated toward a special needs school.? Torres, however, secured federal funding and was recognized by federal agencies as having one of the most successful programs.

Torres spent fifteen years working to convince island leaders and residents that there was value in special education.? Residents of special needs families report the way in which Torres would go into the village, speaking with families of special needs individuals in order to convince them that it was possible for their loved ones to lead more enriching lives through increased independence, socialization, and education.? Torres retired from the Department of Education after thirty-six years of service.

In 1970, Cynthia Torres was recognized as an ?Outstanding Administrator? for the school year 1969-1970.? In May of 1981, Torres was presented with an Honorary Doctorate of Law degree from the University of Guam.? In 1989, Torres was recognized by the American Biographical Institute for her leadership and service to mankind, and honored by the 20th Guam Legislature in 1990, within Resolution 282, for her outstanding record of service and achievement.

Torres served as a member of the Board of Trustees for the Guam Memorial Hospital. ?She also served as a member of the Board of the Marianas Association of Retarded Citizens, the Guam Association of Retired Persons, and as a charter member of the Guam Lytico-Bodig Association.

She died on 6 March 2001.

Locals target endemic birds as pets & Birds detected at BIA raises ...

A bird-import racket was busted by the Customs last week, but another covert and illicit bird trade is being conducted within the country. The operatives catch birds in remote areas, sometimes deep in the jungles, and supply these to pet shops. The law allows only exotic birds to be kept as pets, but these pet shop owners deal in any indigenous birds.

Parrots, munias, the black-headed oriole, grackles and even sparrows are among the birds being traded. The grackle, or Hill Myna, known locally as Salalihiniya, is especially vulnerable. The bird is in big demand because it comes under the business category of ?birds that can talk.?

The racket came to light last year when a Galle resident was caught in the act of delivering grackles caught in the wild to a pet shop in Mount Lavinia. Acting on a tip-off that birds were being transported to Colombo, Madura de Silva and Nadeeka Hapurarachchie of the Wildlife Conservation Society of Galle, accompanied by members of the Flying Squad of the Department of Wildlife Conservation, lay in wait near the Mt. Lavinia pet shop in question.

A three-wheeler drew up in front of the pet shop, and a man stepped out. He was caught in the act of handing over a plastic crate containing grackles to the pet shop owner. The man told the Flying Squad the grackles were caught in the jungles of Gampola. He said he had also supplied other bird species, including the Layard?s Parakeet, a bird endemic to Sri Lanka. It is understood that the illicit bird business has been going on for quite some time. The bird supplier and the pet shop owner were both fined.

Madura de Silva told the Sunday Times that there seems to be a growing demand for endemic local birds. Some of these birds have permanent nesting sites, and repeatedly visit the same tree and tree hole to lay their eggs. This makes them easy prey to bird catchers.

It is quite common for villagers to keep birds, such as the mynah and the rose-ringed parakeet, as pets. Usually, these are birds that have been found abandoned or lost as fledglings, and out of compassion the villagers adopt the birds and take care of them. It is a different situation in the towns and city, where illegal bird trading is a lucrative business.

While these birds may not be threatened species, they could be in danger if they became heavily targeted species, warned Madura de Silva.

All indigenous and migratory birds, except five bird species, are protected under the Fauna and Flora Ordinance of Sri Lanka. The five unprotected species are the Large-billed Crow, the House Crow, the Rose-ringed Parakeet, the Scaly-breasted Munia and the white-backed Munia. The Rose-ringed Parakeet and two species of Munia are often available for sale in pet shops.

It is illegal to keep even unprotected bird species without a licence, says environment lawyer Jagath Gunawardane. He believes there are a few organised groups engaged in the illicit bird trade, but the ?situation is not out of control.? He recommended a proper investigation to review the situation.

Interpol?s Environmental Crime Committee in a letter to the Criminal investigation Department (CID) has requested any intelligence that the CID may have gathered from investigations into the illicit trafficking of birds, the Sunday Times learns.

The recent detection was of a consignment of 121 live birds brought down by a regular importer who had documents to support the import of only ten birds as per the permits issued by the Department of Wild Life Conservation (DWC). These permits are given only after a quarantine report is obtained from the importer as required under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

The market value of the birds was around Rs. 13.6 million but the declared value was just US $ 1130 (around Rs. 120,000). The man was fined Rs 450,000 and the birds were handed over to the National Zoological Gardens where they will go on display in about a month?s time. The ten birds for which the man had proper documentation were handed over to him.

While most of the birds were varieties of parrots, what was disturbing was that among them were several small exotic varieties of duck and a pair of swans which are high-risk carries of Avian flu (bird flu).

Customs Bio-Diversity unit Director General Samantha Gunasekera who led the detection having kept tabs on the importer for more than a year and having been tipped off by an informant said this was perhaps one of the few cases that was detected while in other instances live animal and bird cargo are smuggled into the country for ornamental purposes to be sold at exorbitant rates.

Another shocking revelation was the amount people are willing to pay to buy different types of macaw and cockatoos to keep as pets. The blue and gold Macaw, indigenous to South America is sold at around Rs.1. 2 million while prices of other exotic birds range between Rs. 100,000 and Rs. One million. (See graphic for prices of imported birds sold in Sri Lanka). ?The bird consignments come from Bangkok but the birds originate from South America, Australia or New Zealand,? Mr.Gunasekera said.

While the Customs Department makes the detections, the quarantine office run by officials of the Department of Animal Production and Health (DAPH) are entrusted with checking live cargo. ?The importer has to inform the Department when the consignment is due and our officials check them when they arrive to give clearance.

If there is some suspicion we keep the animals or birds at a quarantine centre outside the airport and release them later,? a spokesman for the Department Dr. Susil Silva said. However, the Sunday Times learns that the DAPH has come under criticism particularly that the live cargo is not examined properly and that regular importers are allowed to leave with the goods without proper scrutiny.

When questioned Dr.Silva said the Department works with the resources available and that so far the Department has ensured that no diseases are brought into the country. ?We have to implement the Animal Diseases Act and that is what our officials do,? he said.

The Sunday Times found out that with varying government agencies involved in enforcing laws pertaining to this area, there seemed a lack of co-ordination. For example the Department of Wild Life Conservation (DWC) which issues permits and is entrusted with carrying out raids now functions under the Ministry of Agrarian Services and Wild Life whereas it was earlier under the Ministry of Environment which formulates policy on environment related matters. The co-ordination between the DAPH and the Customs too seemed inadequate.

Environment activist and lawyer Jagath Gunawardena said although the Flora and Fauna Ordinance provides adequate laws to deal with the import and export of live and endangered species of both animal and plant what was lacking was its implementation as well as trained officers.

?The law has been amended to meet present day situations but it has to be better implemented and we need more trained personnel so that we can close the loopholes that exist,? he said. Meanwhile, Samantha Gunasekera of the Customs said that other than the import of live animals, the unchecked import of various types of plants and fish too has proved to be hazardous to local bio diversity.

?I warned many years ago that the import of piranhas and knife fish was detrimental to the survival of fish species. Their import was banned much later but now these fish are found in our waterways,? he said.

He added that similarly other types of animal imports could cause much harm. ?The Customs sometime back detected a pair of ferrets that had been imported as pets but these creatures are a highly invasive species and if released into the wild could wreak havoc by killing off many of the smaller animals found here,? he said.

?We need to educate the public as well as have better trained people to ensure that both local bio diversity is protected and there is no trafficking of endangered species,? he added.

Permits before pets

The Department of Animal Production and Health has reiterated that those who want to bring their pets (cats, dogs, birds etc.) into the country need to obtain an import permit from the Department prior to their arrival in Sri Lanka.

An official said despite many public notices to this effect, many airline passengers still continue to bring pets without a valid permit and this has caused inconvenience to the quarantine officers who are forced to send them back to the countries from where they were flown in.

He said, sometimes the pets are not accepted by the respective countries and are sent back to Sri Lanka, causing further inconvenience to officials and the owners.
