Samsung Galaxy S4 goes Gangnam style for India launch, get ready to cringe

Prepare to witness the most cringeworthy piece of smartphone advertising ever conceived. Samsung has reworked the iconic YouTube Psy Gangnam Style track with Galaxy S4 lyrics for the Indian SGS4 launch.

It doesn't surprise us, Samsung's New York Galaxy S4 unveiling was equally as strange. The company put together a Broadway style play for the handset's Radio City launch. It made fathoming out actually what was new about the phone fairly tough.

This India performance is even more difficult to work out. So much is going on, we're not exactly sure what the Galaxy S4 is by the time they are done dancing.

On the flipside however, Samsung has put together some incredible adverts in the past. The recent Romain Gavras advert entitled "charge" for example, was one of the best tech adverts we have seen in a long time.

Inmates posting reviews of prisons on Yelp

Inmates move between cell blocks at San Quentin State Prison (Yelp)?Not recommended.? When it comes to a firsthand prison review, do you need to know anything from than that?

Believe it or not, that was the actual review from a Yelp user named ?Ticha B.? who reviewed California?s San Quentin State Prison. And for the record, she only gave it one star.

And as it turns out, Ticha is far from alone. The Washington Post has written a story about the phenomenon of prison reviews showing up on the site Yelp, which allows users to literally review any business, destination, or even prison, with a standard address.

?I think the reviews are actually helpful for bail bondsmen, attorneys, family members ? a lot of people, actually,? attorney Robert Miller told the Post. In fact, Miller has written several reviews himself, though with the distinct advantage of being on the outside of a prison cell.

The Post notes that inmates have reviewed six prisons in the Washington Metro area.

Across the country, not many of the nation?s ?worst prisons? have received formal reviews for the site. For example, you won?t have any luck finding a detailed description of the services offered at the nation?s only supermax facility, ADX Florence in Colorado. ADX is home to some of the nation?s most dangerous convicted felons, including the Unabomber, Ted Kaczinsky.

Interesting, there appears to be a scarcity of reviews for what are considered some of the nation?s Luxury Prisons.

However, San Quentin does not suffer from a lack of attention, with 35 reviews at the time of this article?s publishing.

The reviews come from a variety of individuals, some who have taken tours of the facility and those who claim to have spent time behind its bars. Overall, the site receives an average of 2.5 stars out of five.

"This is not a place you wanna end up,? writes Yelp user Scott D (2 stars), who says he spent four days in San Quentin when he was a teenager as part of California?s ?Scared Straight? program. ?Not all big bad & scary like the movies make it, but cold, damp and miserable with really sh***y food.?

Of course, there is no way to verify if these reviews come from actual inmates or just Yelp users with way too much time on their hands. For their part, Yelp refused to publicly comment on the article.

Arlington County Sheriff Beth Arthur said she was suspicious of some of the Washington, DC area reviews. In particularly, one reviewer praised the availability of juice boxes at one facility, which Arthur said is factually inaccurate.

?I thought, ?Wait a minute, I don?t understand what she?s talking about,? ? Arthur told the Post. ?I almost thought she meant the old facility, but this one has been here 20 years.?

However, there?s a potential upside to these reviews as well. For example, the Los Angeles County Sheriff?s Office says they regularly review allegations of abuse posted to the site.

?Every allegation we get, we investigate,? Stephen Whitmore, spokesman for Los Angeles County Sheriff Lee Baca, told the Post. ?But this Yelp phenomenon I find curious,? Whitmore said. ?Jail isn?t a restaurant. It isn?t seeing a movie. You?re doing time for committing a crime.?

?It helps elevate consciousness of the problems and brings transparency and oversight to a system that isn?t used to being transparent,? Miller added. ?That?s a very valuable tool.?

Though as Baca noted, it?s very strange to see the occasional positive review for a detention facility.

User Dylan D. gave a 3 star review of San Quentin, writing in part, ?I heard that the kitchen used local farms and put great thought in to their seasonally changing menu and the service was not exactly friendly but 'efficient.'?

NBA vet Jason Collins is first openly gay player in U.S. sports

April 29 (Reuters) - Jason Collins, a veteran center in the National Basketball Association (NBA), announced on Monday that he was gay, becoming the first active player from any of the U.S. professional sports leagues to publicly reveal his homosexuality.

Collins, who played with the Boston Celtics and Washington Wizards this season and is now a free agent, made the announcement in an interview with Sports Illustrated, published on Monday,

"I didn't set out to be the first openly gay athlete playing in a major American team sport. But since I am, I'm happy to start the conversation," he said.

"I wish I wasn't the kid in the classroom raising his hand and saying, "I'm different." If I had my way, someone else would have already done this. Nobody has, which is why I'm raising my hand," he added.

The 34-year-old has played for six teams in the NBA and reached the NBA finals twice and says he intends to continue in the sport.

Former U.S. President Bill Clinton , whose daughter Chelsea was a classmate of Collins at Stanford university, issued a statement applauding Collins for coming out.

"Jason's announcement today is an important moment for professional sports and in the history of the LGBT community," Clinton said.

"It is also the straightforward statement of a good man who wants no more than what so many of us seek: to be able to be who we are; to do our work; to build families and to contribute to our communities. For so many members of the LGBT community, these simple goals remain elusive.

"I hope that everyone, particularly Jason's colleagues in the NBA, the media and his many fans extend to him their support and the respect he has earned."

Kershaw?retires 18 straight, Dodgers blank Brewers

LOS ANGELES (AP) - Clayton Kershaw retired 18 consecutive batters and struck out 12 in eight dominant innings, Carl Crawford homered twice against Kyle Lohse and the Los Angeles Dodgers beat the Milwaukee Brewers 2-0 on Sunday.

Kershaw (3-2) scattered four hits and didn't walk a batter while lowering his ERA to 1.73. The 2011 Cy Young Award winner, who led the NL in ERA in each of the previous two seasons, hasn't allowed more than three earned runs in any of his last 18 starts - the longest active streak in the majors. The last time he did was July 24, 2012, when he gave up eight at St. Louis.

Kershaw stranded runners in scoring position in each of the first two innings, retiring Jonathan Lucroy on a double-play grounder in the first and striking out Martin Maldonado to end the second. He gave up a leadoff double in the eighth to Carlos Gomez, who tried to advance on a broken-bat comebacker to Kershaw and was tagged out by third baseman Juan Uribe in a rundown.

Kershaw's string of consecutive outs began after Rickie Weeks' bloop double leading off the second.

Milwaukee's only other hits were one-out singles in the first by Jean Segura and Ryan Braun. It was the left-hander's fifth game with at least 12 strikeouts.

Kershaw began the season with 4-0 and 1-0 wins over San Francisco and Pittsburgh, allowing no runs over 16 innings. On opening day, he threw a complete-game four-hitter

Brandon League pitched a perfect ninth inning for his eighth save in nine chances.

Crawford drove Lohse's first pitch of the game over the center field fence. It was the fourth time that the right-hander gave up a home run to his first batter in 336 career starts - and the first one that came on his very first pitch. Crawford's second homer came on an 0-2 count and landed in the right field pavilion. It was his sixth multihomer game in the majors and first since July 8, 2010, for the Tampa Bay Rays against Cleveland's Jake Westbrook.

Lohse (1-2) gave up five hits and no walks while striking out four. The 13-year veteran had allowed only one home run in 25 innings over his first four starts for the Brewers, who signed him to a three-year, $33 million contract as a free agent on March 25.

NOTES: Kershaw threw 117 pitches. The other leadoff homers Lohse has given up were by Jose Valentin (2001), Chuck Knoblauch (2002) and Jayson Werth (2011). ... OpenMobile ACL for webOS resurrected on Kickstarter, hopes to bring Android apps to HP Touchpad

The promise of OpenMobile's Application Compatibility Layer is inticing: seamlessly run Android apps on another operating system as if it was meant to be there. Unfortunately for fans of Palm's last hurrah, the project's webOS port died with the HP Touchpad. That won't stop dedicated fans, however -- Phoenix International Communications plans to resurrect webOS ACL. Taking the project to Kickstarter, the team is showing an early build on an HP Touchpad, seamlessly running Android apps in cards alongside native webOS applications. Phoenix hopes that a functional ACL will reduce Touchpad owner's reliance on dual-booting Android, giving them the freedom to enjoy webOS without sacrificing functionality. The team is promising a relatively short development time, thanks to OpenMobile's early work, and hopes to deliver a consumer ready build in July. Keeping an ex as a friend? - Empty Closets - A safe online ...

Hey, I'm new around EC. =) This is probably going to be a long post, so I apologize in advance, and I'll try not to add too many personal details. I'd really appreciate some outside perspective on this... There is a tl;dr section at the bottom, too, just in case.

I'm a freshman in college, about to finish the school year. Last semester, I started the year with the intention of focusing on my studies, without planning on getting involved in any romance. But about halfway through the semester, one of my close college friends told me he liked me, and I thought he was a sweet guy, so I agreed to date him. Once I let myself really look at him, I fell for him hard, and quickly. He seemed like such a sweet, deep guy.

He was my first serious relationship, and what I felt for him was the deepest connection I have ever felt with another human being, and it caught me by surprise. So by the end of the first semester (during finals week, I should add... I'm really not proud of that, haha) I gave him my virginity. He was always more physically expressive than I was, and that was what he wanted, so I wanted him to have it. I never let him know it, but giving him that part of me was a particularly big deal for me, because I have some deep trust issues.

I never really enjoyed it much, until the last night before winter break, when I was finally able to relax with him (despite the fact that he was drunk, which upset me). But just as I was about to leave for my dorm, he told me that his hall mates called me his "fuck buddy." At this point in our relationship, neither of us was entirely sure if the other person wanted more than a friends with benefits relationship, but I knew I definitely wanted a deep, caring relationship, and the thought of a friends with benefits relationship with him was not appealing at all. I told him that it seemed like they were right, but that I hoped we had something deeper than that. He then basically told me that the night had just been a booty call, and then during break, we had little to no contact. I was so hurt and confused... I talked to a close mutual friend about it, and she said it seemed like he didn't want that kind of relationship either.

But then when we got back from break, he came out to me and it all made sense. I was the first person he came out to. And the way he told me was so sweet, again, and I just wanted to be there for him as a really close friend, even though it really hurt. And through the process of supporting him as he came out to the rest of our friend group, it forced me to stop ignoring the part of me that has always known that I am not completely straight, either.

So you would think that after such an intense relationship, we'd be the best of friends, right? But instead, it's been really off and on. We were best friends for a few weeks, but then I'd start to feel used again, and back off, but I still love him, so I'd come back and he'd use me some more. Well, it's the last few weeks of the second semester, and I need to be focusing on finals again, but I'm too stressed out from this broken relationship. And I can't tell if my strong preference for women is because I'm actually lesbian, not bi, or if it's because of so much hurting coming from this recent breakup.

I've essentially cut him out of my life now, deleted his number from my phone and stopped talking to him, but it's really difficult because we share the same group of close friends, so we keep running into each other, every day. Meanwhile I'm not out to anyone except him and three other really close friends, and I'm trying to keep our mutual friends out of this split, and it's taking its toll on me. It should be easier to avoid him next year because I'll be living on campus, and he'll be off campus, but it still really hurts, because as much as I don't want him to keep using me selfishly, I still love him, and I can't completely convince myself that I want to cut him from my life, even though logically it's the best for both of us (or is it?).

tl;dr: I'm hopelessly confused about the place my ex should take in my life, and about my orientation.

EverSlide Turns Evernote Notes Into Slideshows

Disrupt13-EverSlideEverSlide is a basic, but potentially very useful, hack built over the weekend at the TechCrunch Disrupt NY 2013 hackathon. As you might guess by the name, the service turns your Evernote notes into slideshow presentations. And it’s crazy simple to use, too. The first line of text in your Evernote note becomes the slide’s title, the second line becomes the slide’s content, and to create a second slide, you just insert a horizontal line from Evernote’s editing menu at the top. Then, boom, instant slideshow! The hack was created by computer science student Michelle Fernandez and Andrew Leung, who’s currently in between work. The team met at the hackathon, and said they got the idea for the project by reading the Evernote forums where employees had posted ideas for hacks. (And word has it, the Evernote staff here, too, got pretty excited for this idea as well – they told EverSlide’s founders that they talked about the hack amongst themselves for some fifteen minutes after hearing about the team’s plans.) The service is very minimal right now, given it was built over the weekend in between those midnight Nerf Gun wars and all, but the plan is to add more customization options in the future, including the ability to edit the fonts or colors of the text, perhaps, the ability to add photos, and more.

More bombing victims leave Boston hospitals

BOSTON (AP) ? Boston hospitals say the number of patients being treated for injuries sustained in the marathon bombing continues to drop, two weeks after the attack that killed three and hurt more than 260.

Beth Israel Deaconess Medical Center said Sunday morning that it has six patients with bombing injuries, down from more than 20 immediately following the April 15 attack.

All six are in good or fair condition.

Nine victims are still at Brigham and Women's Hospital, down from 36 after the bombing. Seven are in good condition.

As Massachusetts General Hospital, six bombing victims remain hospitalized Sunday, with one in serious condition. The hospital has treated 31 bombing victims.

In all, 26 hospitals have treated people injured in the bombing.

'Red line' watch: Syria chemical weapons claims questioned

AMSTERDAM (Reuters) - Assertions of chemical weapon use in Syria by Western and Israeli officials citing photos, sporadic shelling and traces of toxins do not meet the standard of proof needed for a U.N. team of experts waiting to gather their own field evidence.

Weapons inspectors will only determine whether banned chemical agents were used in the two-year-old conflict if they are able to access sites and take soil, blood, urine or tissue samples and examine them in certified laboratories.

That type of evidence, needed to show definitively if banned chemicals were found, has not been presented by governments and intelligence agencies accusing Syria of using chemical weapons against insurgents.

"This is the only basis on which the OPCW would provide a formal assessment of whether chemical weapons have been used," Michael Luhan, a spokesman for the Hague-based Organization for the Prohibition of Chemical Weapons (OPCW) said.

With Syria blocking the U.N. mission, it is unlikely they will gain that type of access any time soon.

The White House and Western diplomats at the U.N. said they believe Syria had "probably" fired chemical munitions, but failed to name the chemical in question.

The Israeli military this week suggested Syrian forces used sarin and showed reporters pictures of a body with symptoms indicating the nerve gas was the cause of death.

Ralf Trapp, an independent consultant on chemical and biological weapons control, said "there is a limit to what you can extract from photograph evidence alone. What you really need is to get information from on the ground, to gather physical evidence and to talk to witnesses as well as medical staff who treated victims."

The White House, which called the use of chemicals weapons in Syria a "red line" for possible military intervention, said its assessment was partly based on "physiological" samples. But a White House official speaking on condition of anonymity declined to detail the evidence. It is unclear who supplied it.

Even if samples were made available to the OPCW by those making the assertions, the organization could not use them.

"The OPCW would never get involved in testing samples that our own inspectors don't gather in the field, because we need to maintain chain of custody of samples from the field to the lab to ensure their integrity," said Luhan.

Established to enforce the 1997 Chemical Weapons Convention, which bans the use of toxic agents in warfare, the OPCW has exhaustive rules on how inspectors collect and handle evidence, starting with the sealing of a site like a crime scene.

Multiple samples must be taken and there need to be "blank" samples from unexposed matter and tissue, to set a baseline against which levels of contamination could be determined.

The samples would be split, sealed and flown in dark, cooled air transports to up to three certified laboratories, including one at the OPCW's headquarters in The Hague.

A team of 15 experts, put together in response to a request from U.N. Secretary General Ban Ki-moon to investigate the claims, has been on standby in Cyprus for nearly three weeks.

Headed by Swedish scientist Ake Sellstrom, it includes analytical chemists and World Health Organization experts on the medical effects of exposure to toxins.

The new AMD Radeon HD 7990 dual-GPU graphics card is meant to challenge Nvidia at the top of the consumer graphics stack. The HD 7990 combines two HD 7970 GPUs on a single PCB and includes a huge number of bundled games. It's competitive?but exactly how competitive depends on which game you check and whether or not the title is optimized to run on more than one graphics card.

In one sense, the Radeon HD 7990 is actually a bit late to the party. Analysts expected the card to launch a year ago, after Nvidia debuted its own dual-graphics solution, the Nvidia GeForce GTX 690. AMD allowed board manufacturers like PowerColor to launch unofficial Radeon 7990s based on custom design work, but elected not to put an official stamp of approval on its own card. The Sunnyvale, CA-based company remained mum on the topic of whether it would introduce a new dual-core GPU, even after Nvidia launched the $1,000 Nvidia GeForce GTX Titan in late February. As of today, all that changes?the new, official Radeon HD 7990 is meant to compete with both the GTX 690 and GTX Titan at the $1,000 price point.

Design and Features
Spec-wise, the Radeon HD 7990 is a pair of Radeon 7970 GPUs (codename: Tahiti) on the same slab of silicon. Each GPU contains 2,048 stream processors, 6GB of GDDR5, and a 384-bit memory bus. Each GPU is clocked at 1,000MHz, with a 1,375MHz memory clock. The two GPUs communicate directly with each other via a 48-lane PCI-E 3.0 bridge chip developed by PLX.

There are several differences between the new official 7990 and the older PowerColor custom GPU. Clock speeds on the official card are slightly higher (1GHz compared with 925MHz) and the AMD card draws significantly less power. The old PowerColor solution required three 8-pin PCI-Express power connectors and used a three-slot GPU cooling solution. The Radeon HD 7990 has a two-slot cooler and requires just two 8-pin PCIe power connectors. Finally, there's the question of graphics ports. PowerColor's custom HD 7990 offered two DVI ports, two mini DisplayPorts, and an HDMI port. The Radeon HD 7990 has a single DVI port and 4x mini DisplayPorts. These differences imply that AMD spent some time optimizing the Radeon 7990's twin GPUs for lower power consumption before it deployed the cards.

Software is the other area where AMD is pulling out all the stops. Anyone who buys a Radeon HD 7990 will also receive the following games as part of the company's "Never Settle" bundled game promotion:

These aren't just titles someone in marketing plucked out of a hat; they're some of the best games released in the past 12 months. BioShock Infinite is the top-rated game on Metacritic, while Tomb Raider is in third place. Anyone looking to drop $1,000 on a new graphics card has likely played some of these games already, but the bundle is worth roughly $300 (as priced at Amazon). The Radeon HD 7990 wins the all-time "bundled goodies" competition, hands down.

Before we discuss the Radeon HD 7990's performance, we need to talk about its competition. AMD's new dual-GPU is facing down two separate products from Nvidia?the single-GPU supercomputing-derived GTX Titan, with 2,668 CUDA cores and 6GB of GDDR5, and the dual-GPU GTX 690. Like the HD 7990, the GTX 690 sports a pair of GK104 graphics processors on a single PCB connected by a high-speed link chip. Each Nvidia GPU has its own pool of GDDR5 (2GB each). The GTX Titan, of course, is its own animal. It's a single GPU with 75% more cores than a single GK104 GPU and a 6GB frame buffer.

When we reviewed the Nvidia GTX Titan, we noted that the card wouldn't automatically be faster than the Nvidia GTX 690 in every instance. There are times when a pair of graphics cards working in SLI is going to be faster than a single card. There are also times when the reverse is true. Splitting a graphics workload into two sections, offloading those sections, and then recombining the output take a certain amount of time.

Testing and Performance
Our performance comparisons were done using an Intel Core i7-3770K Ivy Bridge CPU, 16GB of DDR3-1600, a 256GB OCZ Vector SSD, and a 27-inch Asus VG278HE monitor at 1,920-by-1,080. The Nvidia GTX 690's performance was simulated using a pair of GTX 680s in SLI; tests have demonstrated that the performance delta between the two configurations is essentially nil. All of our tests were run at 1,920-by-1,080 with maximum details set. Multi-sampled antialiasing was activated when available and turned up to 8x if possible.

In the Civilization V Late Game View benchmark test, the Radeon HD 7990 turned in a score of 93 frames per second (fps), compared with the Nvidia GTX 680 SLI's 98fps and the 102.6fps for the Nvidia GTX Titan. The critically acclaimed BioShock Infinite was a win for the Radeon HD 7990?it hit 108fps, compared with 107 for the Nvidia GTX 680 SLI and 88 for the Nvidia GTX Titan. In Hitman: Absolution, the Radeon HD 7990 had a commanding lead at 85fps, compared with 49fps for the Nvidia GTX Titan and 58fps for the pair of Nvidia GTX 680s in SLI mode.

There were, however, cases when performance slipped the other way. In Diablo III, the Radeon HD 7990 hit 139fps, which wasn't as good as the Nvidia GTX Titan (221fps), but was better compared with 136fps for the Nvidia GTX 680s in SLI. Multi-GPU support is apparently the culprit?Diablo 3 takes minimal advantage of the second GPU. Batman: Arkham City is another game where the Nvidia GTX Titan won by a wide margin: 112fps versus 94.8fps for the Nvidia GTX 680 SLI and 73fps for the Radeon HD 7990. Later investigation proved that Batman: Arkham City doesn't support CrossFire, which leaves the game running on just one GPU.

Which card is "best," in other words, depends on where you look. Historically, Nvidia has done a better job than AMD at providing timely driver updates with multi-GPU support for the latest games, but that trend may no longer be accurate. Since AMD first launched the "Never Settle" program last fall, the company has been putting a great deal more effort into driver updates, multi-GPU support, and sponsoring high-profile games.

The Nvidia GeForce GTX Titan is still the fastest single-GPU card on the market, but if you're looking for a dual-GPU solution, the AMD Radeon HD 7990 is a worthy competitor. Its overall performance is comparable to the Nvidia GTX 690 or (or a pair of Nvidia GTX 680's in SLI), and it comes with a massive game bundle. If you've been out of the game market for several years and are looking to jump back in with a full suite of titles, the Radeon HD 7990 is a great way to do it.

White House mulls plan to halt FAA furloughs

WASHINGTON (AP) ? Under pressure, the White House signaled Wednesday it might accept legislation eliminating Federal Aviation Administration furloughs blamed for lengthy flight delays for airline passengers, while leaving the rest of $85 billion in across-the-board spending cuts in place.

The disclosure came as sentiment grew among Senate Democrats as well as Republicans for legislation to ease the impact of the cuts on the FAA, possibly by loosening restrictions on agency spending.

In a further reflection of congressional concern, the senior members of the Senate Commerce Committee met with Transportation Secretary Ray LaHood and FAA Administrator Michael Huerta to consider possible ways to eliminate the delays.

According to the National Air Traffic Controllers Association, which is privy to FAA data, there were 5,800 flight delays across the country for the three-day period beginning Sunday, when the furloughs took effect. Some were caused by weather. The union said that compares with 2,500 delays for the same period a year ago.

At the White House, press secretary Jay Carney said that if Congress "wants to address specifically the problems caused by the sequester with the FAA, we would be open to looking at that.

"But that would be a Band-Aid measure," he added. "And it would not deal with the many other negative effects of the sequester, the kids kicked off of Head Start, the seniors who aren't getting Meals on Wheels, and the up to three-quarter of a million of Americans who will lose their jobs or will not have jobs created for them."

Officials estimate the FAA furloughs will save slightly more than $200 million through Sept. 30, a small fraction of the $85 billion in overall reductions that stem from across-the-board cuts, officially known as a sequester, that took effect in March.

Senate Majority Leader Harry Reid, D-Nev., and the other top Democrats have consistently expressed opposition to piecemeal legislation aimed at easing the impact of the spending cuts, a position that congressional officials say reflected the administration's position.

But support for that view among Senate Democrats has eroded in recent days as airlines reported thousands of flight delays and industry executives pressed for a restoration of full funding for air traffic controllers.

"I think it's better to do a big deal, but as we work toward that big deal we have to admit that there are some things that are very problematic," said Sen. Amy Klobuchar, a Minnesota Democrat who helped write legislation to give the FAA flexibility to switch money between accounts and permit full staffing by controllers.

At least three other Democrats support the measure, which Klobuchar co-sponsored with Republican Sen. John Hoeven of North Dakota and several other GOP lawmakers. "This is a very simple bipartisan bill that fixes the problem," Hoeven said, adding he had informed the White House of his plans.

It was not clear whether supporters of the legislation or of similar proposals would seek a vote before Congress begins a one-week vacation at the end of the week.

Nor was it clear whether any FAA-related measure might include a provision to keep open smaller towers that the agency says might be closed as a result of the spending cuts, a provision that numerous lawmakers in both parties favor.

Democrats said it was unlikely any FAA bill would be expanded to offset the impact of the cuts on Head Start or other programs that draw more support from Democrats than Republicans.

Apart from the inconvenience caused by delays, some lawmakers have criticized Huerta, saying they were blindsided by the flight delays. Republicans have been particularly vocal.

Huerta got a public tongue-lashing during the day when he appeared before the House Appropriations Committee.

"You didn't forewarn us this was coming. You didn't advise us how to handle it. This imperial attitude on the part of this administration ? you are the latest example of it ? is disgusting," Rep. Hal Rogers, R-Ky., said.

Huerta said LaHood had warned at a news conference in February that the furloughs were coming and could create flight delays of up to 90 minutes.

He also said he had testified about them at a hearing before a different committee earlier over the winter.

"It's fair to say the thing that captured the media's attention was the" threatened closure of small towers, he added. "The furlough problem didn't sink in with Congress and the public until recently."

Through countless years, the evolution of thought regarding children has been astounding. In ancient times, children were thought of as incomplete beings. With Desiderius Erasmus, the idea of children having the innate ability to love and make moral choices arose. Moving centuries forward, the concept of the four planes of development came about and now serves as one of the foundations of the principles of education.

Quite simply, the four planes of development outline each stage a child goes through, from infancy through adolescence, wherein certain benchmarks or guidelines of developments can be observed despite the uniqueness of each child. Each plane lasts about six years in length.

The first plane begins from infancy and culminates at the age of six. At this stage, children are compared to sponges, absorbing every stimulus they come across. It is at this stage that they are receptive to both their immediate environment as well as social constructs like language and culture. This is why it is important for both educators and parents to create a prepared environment, one which is cheerful and beautiful and filled with educational materials which will pique the child's interests which, in turn, spur him or her on to discover various simple learning concepts.

The second plane begins right after the first ends, once the child reaches the age of twelve. Building upon what the child has learned and assimilated during the first six years of life, the child adds imagination as well as the capacities for reasoning and abstract thought into the mix. It is at this stage wherein the knowledge they have picked up comes into play with how they explore the world. As such, it is important to encourage them to engage in activities that involve both acting and reasoning.

The third plane coincides with the period of adolescence. It is at this stage where the child experiences a rapid pace of physical changes. It is also at this stage wherein existential issues arise, questioning themselves and how they should relate with the greater world. Here, parents and educators must provide them with outlets for both expression and exploration, recognising their growing need for independence and their readiness for responsibilities.

The final plane of development lasts between the ages of 18 and 24. It is at this age that your child becomes a fully-grown person, ready to take on the challenges of the "real world," inexperienced yet full of ideals. At this stage, his or her physical development has reached its end and yet mentally, socially and emotionally, there is much room for growth.

Shannon, Sharon & Katie were sooooo sweet to throw little baby James a baby shower. It was beautiful! The food was delicious, and it was so awesome to get so many great things for baby J (especially all of?the?cute boy clothes!) It all became so real holding the baby boy clothes.

My beautiful sister and amazingly cute?niece?Madison came too! It was so special to have them there. Madison is now 1 month old (unbelievable!) and doing great. She is 21.5 inches long and a little over 8 lbs...she still looks like ?little peanut to me:) Haleigh has finally decided to acknowledge Mads and gives her squeezes and kisses.

Delaware Marriage Equality Bill Passed By State's House

Five days after Delaware Democrats introduced a bill to legalize same-sex marriage, the legislation is moving forward.

Marriage equality passed the Delaware House on Tuesday afternoon by a 23-18 vote. According to the (Wilmington, Del.) News-Journal, 21 votes were needed for passage, and five Democrats broke rank. The bill heads to the state Senate.

Gov. Jack Markell (D) has expressed support for the bill, telling the Huffington Post in mid-April that he is behind advocates' efforts.

"In 2011, when I signed civil unions, I certainly didn't have the intention of going back to it that quickly," Markell told The Huffington Post. "But when the advocates came to me earlier this year, and said we think it's time, and I said, you know what it is time, and I'm happy to stand right there with you."

According to Freedom To Marry, as of April 2013, nine states have passed laws legalizing same-sex marriage: Connecticut, Iowa, Maine, Maryland, Massachusetts, New Hampshire, New York, Washington and Vermont.

Boston attack could impact immigration

Tamerlan Tsarnaev waits for a decision during the 2009 Golden Gloves National Tournament??The immigration status of the Boston bombings suspects may become a stumbling block for a new bill that seeks to legalize nearly 11 million immigrants and increase the number of legal immigrants to the United States.

Opponents of the bill?which was crafted by a bipartisan "Gang of Eight" in the Senate?and even some supporters, say the process of reforming the country's immigration system should be stalled until all the facts about the suspects' interactions with the immigration system are known.

Both Dzhokhar and Tamerlan Tsarnaev, the two brothers accused of the Boston Marathon bombings, emigrated to the United States legally from Russia as refugees a decade ago when they were children. The Tsarnaev family, which is ethnically Chechen, was granted asylum because it feared persecution in its home country, according to media reports.

Tamerlan's application for citizenship was put on hold in 2012 by the government, because he had been questioned by the FBI at the request of the Russian government for possible ties to Chechen terrorism, the New York Times reported. Dzhokhar's citizenship application was approved, and he naturalized in 2012.

At a Senate Judiciary Committee hearing over the bill on Tuesday, Homeland Security Secretary Janet Napolitano defended immigration officials' handling of the Tsarnaevs, saying the process for granting asylum is rigorous.

"In the past four years we have increased both the number and the coverage of the vetting that goes on," Napolitano said. As things currently stand, she noted, those who seek asylum must go through multiple screening interviews and submit biometric data to be checked across government databases. If granted asylum and legal status, immigrants must go through two more interviews if they want to become citizens when they become eligible five years later.

(Asylum applicants must show that they face government-sanctioned persecution in their home country stemming from their race, religion, nationality, political views or membership in a particular social group.)

Napolitano argued that the immigration reform bill would make the country safer because the estimated 11 million undocumented immigrants in the country would be brought "out of the shadows" and screened. The bill requires immigrants to pass a background check before they are eligible for temporary legal status. They must pay fines and back taxes and enroll in English classes to gain permanent legal status.

Opponents of the immigration bill have argued that the Tsarnaevs' alleged crime suggests that the current immigration system is unable to weed out potential terrorists, and that the process of crafting the bill should be slowed down to address that. If the bill is stalled until next fall, opponents hope it will be close enough to the next election that on-the-fence lawmakers will withdraw their support, effectively killing the bill. President Barack Obama has said he hopes the bill will pass this summer.

Kansas Secretary of State Kris Kobach, one of the most prominent opponents of legalizing immigrants, said at Monday's Senate Judiciary Committee hearing that the legalization process in the bill could present a national security threat.

"The background checks in this bill are insufficient from preventing a terrorist from getting amnesty," Kobach said.

Supporters of the immigration reform bill say the argument is a specious excuse to delay the legislation.

"Unless we are able to design an immigration background check that can get into the minds of people and predict the future, then we won't be able to solve problems like this through immigration screening alone," said Lynn Tramonte of America's Voice, a pro-immigration advocacy group.

It's also unclear how the immigration system could have known what two children seeking asylum with their family would do 10 years later.

But even some lawmakers who have indicated their support for the bill have raised concern about the Boston suspects.

Sen. Rand Paul of Kentucky, who has been a vocal supporter of immigration reform, wrote in a letter to Majority Leader Harry Reid that the immigration reform process should stop until all the facts are known about the intersection between the immigration system and the Tsarnaev brothers.

"Why did the current system allow two individuals to immigrate to the United States from the Chechen Republic in Russia, an area known as a hotbed of Islamic extremism, who then committed acts of terrorism? Were there any safeguards? Could this have been prevented? Does the immigration reform before us address this?" Paul asked.

He said Congress should debate whether immigrants from "high-risk" nations should face more "scrutiny" and whether student visas for people from certain "high-risk" countries altogether should be discontinued.

Sen. Dan Coats, R-Ind., said on ABC on Sunday that he hopes lawmakers will put the immigration debate "on hold" because of the bombing.

Roy Beck of NumbersUSA, a group that opposes illegal immigration and wants to dramatically lower rates of legal immigration, said he thinks it's significant that Paul and Coats have called for slowing down the bill.

"The Boston bombing gives them a little more of a public reason to try to get this to slow down," Beck said.

If the bill is delayed until the fall, Republicans and red-state Democrats might think it is too close to election season to support it, Beck predicts.

Indeed, for several continents, the increase in global average temperatures from the 19th century to the 20th was the highest century-to-century increase during the 2,000-year span, the study indicates. It's the first study to attempt building a millennial-scale climate history, continent by continent.

The research wasn't designed to identify the cause of the warming trend, which climate researchers say has been triggered by a buildup of greenhouse gases ? mainly carbon dioxide ? as humans burned increasing amounts of fossil fuel and altered the landscape in ways that released CO2.

Still, it's hard to explain 20th-century warming without including the influence of rising CO2 levels, because the factors driving the cooling were still present, notes Darrell Kaufman, a researcher at Northern Arizona University and one of the lead authors on the paper formally reporting the results in the journal Nature Geoscience.

The study, five years in the making, drew on the work of 87 scientists in 24 countries as part of the International Geosphere-Biosphere Program. One goal of the 27-year-old program is to gain a deeper understanding of Earth's climate history and the factors that contribute to climate variability.

The study used nature's proxies for thermometers ? tree rings, pollen, and other natural temperature indicators ? to build continent by continent a coordinated record of temperature changes during the past two millenniums.

Scientists use this proxy approach to reach farther into the climate's temperature history than the relatively short thermometer record allows. Such efforts aim to put today's climate into a deeper historical context as well as to identify the duration and possible triggers for natural swings that the climate undergoes over a variety of time scales.

Last March, for instance, a team led by Shaun Marcott at Oregon State University used climate proxies to build a global temperature record reaching back 1,200 years ? one that also noted the pre-1900 cooling trend.

Until now, however, the proxy approach has been used to reconstruct changes in global-average and hemisphere-wide temperatures, Dr. Kaufman explains.

"There was very little information about past climate variability at the regional scale," he says. Yet the team notes that no one lives in a global-average world. People live in specific regions where geography plays a vital role in shaping the climate patterns they experience.

Long-lost giant fish from Amazon rediscovered

Apr. 22, 2013 ? A professor at the SUNY College of Environmental Science and Forestry (ESF) in Syracuse, N.Y., has put aside nearly a century and a half of conventional wisdom with the rediscovery of a species of giant Amazonian fish whose existence was first established in a rare 1829 monograph only to be lost to science some 40 years later.

Dr. Donald Stewart, a fisheries professor at ESF, found evidence in the monograph of a second species belonging to the genus Arapaima, air-breathing giants that live in shallow lakes, flooded forests and connecting channels in the Amazon River basin. For 145 years, biologists have thought that Arapaima consisted of a single species whose scientific name is A. gigas. But Stewart rediscovered a second species that he describes in the March issue of the journal Copeia, published by the American Society of Ichthyologists and Herpetologists.

"In a sense, this forgotten fish has been hiding in plain sight in this old monograph but that monograph is so rare that it now resides only in rare book collections of a few large museums," Stewart said. "I was truly surprised to discover drawings that revealed a fish very different from what we consider a typical Arapaima."

Part of the apparently rare fish's story remains a mystery, however, as scientists don't know if it still exists in the wild. "Scientists have had the impression that Arapaima is a single species for such a long time that they have been slow to collect new specimens. Their large size makes them difficult to manage in the field and expensive to store in a museum," Stewart said.

Arapaima can grow to three meters in length (about 10 feet) and weigh as much as 200 kilograms (440 pounds).

This different species was originally named A. agassizii in 1847 by a French biologist but a catalog published in 1868 considered it to be the same species as A. gigas. That second opinion was widely accepted and, since then, no scientist has questioned that view.

But Stewart has had doctoral students studying the conservation of Arapaima in both Brazil and Guyana. For those studies, it was important to be clear about the taxonomy of the fishes being studied in each country. In an effort to determine if they were really all one species, Stewart began to review taxonomic literature from the early 1800s, including the monograph that was published the year Andrew Jackson was inaugurated as the seventh president of the United States.

"What is remarkable is that this fish was not re-discovered swimming in the Amazon but, rather, on the pages of a rare monograph from 1829 that described its anatomy in great detail," Stewart said.

The fish described in the monograph had been collected in the Brazilian Amazon about 1819 and carried to Munich, Germany, as a dried skeleton. There the Swiss biologist Louis Agassiz, who was just beginning his career and later became a professor of zoology at Harvard University, supervised a technical illustrator in drawing the complete skeleton in great detail. At that time, however, he applied the name Sudis gigas to the drawings. That rare skeleton was in a museum in Germany until World War II, when it was destroyed by a bomb dropped on the museum. "To this day, we do not know the precise locality where the fish was collected because the German scientist who collected it died before indicating where he found it, and nobody has found a second specimen," Stewart said. "So, all that exists to know the status of A. agassizii is the original drawings of its bones."

Stewart said those drawings reveal numerous distinctive features that leave little doubt it should be considered a valid species. Those features include details related to the fish's teeth, eyes and fins.

The previously recognized Arapaima species is known by the common names "pirarucu" in Portuguese and "paiche" in Spanish. Because they rise to the surface to breathe every 5 to 15 minutes, they are easy to locate and fishermen harpoon them to sell their valuable meat or to feed their families. That combination of high value and vulnerability has led to widespread depletion of their populations and they are now listed as endangered.

The mystery surrounding the recently rediscovered fish's current status is not surprising, Stewart said, because there are still vast areas of Amazon basin where no specimens of Arapaima have been collected for study.

He expects the diversity of the genus to increase further with additional studies. Two more previously described species -- A. arapaima from Guyana and A. mapae from northeastern Brazil but outside the Amazon basin -- also should be recognized as valid. He is working on redescriptions of those species. He also has another paper due to be published soon that describes a new species of Arapaima from the central Amazon. That latter paper will bring the total number of Arapaima species to five. He anticipates that more species could be discovered as biologists working in South America begin to make new collections in unstudied areas.
